Applying for funding from the Green Transition Fund
There is a continuous application period ongoing for the City of Porvoo’s Green Transition Fund. You may apply for funding for impactful projects that promote green transition and competitiveness.

Please note that the fund application is currently available only in Finnish or Swedish. An English version of the application will be available at a later stage. You can however fill the native language application in English.
Who to contact, who will make decisions on funding?
The Green Transition Fund is part of the Sector for Vitality of the City of Porvoo, which is responsible for granting and managing aids. The fund’s investments, assets, and monitoring are conducted by the service area for Financing and Strategy, which is part of the Sector for Group Services.
The fund’s contact person is the Economic Developer, who pre-processes the applications and presents them to the Advisory Board consisting of sustainability and business experts. The Advisory Board evaluates applications and makes its recommendations to the Vitality Board to support decision-making. The Advisory Board evaluates whether the funding object applied for has sufficient effectiveness, and also the feasibility of projects. The Vitality Board decides on the granting or denial of funding. Decisions may also be conditional and require, for example, implementing other funding for the project. Decisions may also require budgetary changes.
The Advisory Board may also, based on the application, make a conditional recommendation, for example, on the content to be funded. After this, the Board negotiates with the applicant who may change their application as required if they so wish. The granting of funding is submitted to the Vitality Board for decision only after this, with a corrected application.
Advisory board
The fund’s Advisory Board has comprehensive knowledge and experience relating to green transition and business development from many perspectives. In addition, the Board members are familiar with Porvoo as an operating environment. The members of the Advisory Board handle all information provided to them confidentially and do not disclose it to third parties.

Exchange of ideas, sparring?
- Before submitting the application paper, the applicant may contact the Economic Developer about their own idea if they wish to get preliminary ideas about eligibility. The Economic Developer may also tip about, for example, synergies between projects and to connect different parties, if applicants should so wish.
- With your own idea and need, you may also contact the development company Posintra, a tendered provider of the city’s business services. Posintra provides support in applying and compiles and implements development projects for companies from various sources of funding.
Applying
Please note: All application documents are currently available only in Finnish or Swedish. The application form may also be filled in in English, in which case the necessary text parts of the application will be translated into Finnish and/or Swedish by the fund.
Funding from the Green Transition is applied for electronically, using the application form at the e-Porvoo digital service. To use the form an identification with a suomi.fi authorisation is required. The application does not need to be filled in at one time, but it may be saved, and one may return later to continue it at e-Porvoo via My Services. However, this requires that information about the applicant and the basic information of the funding (the first five tabs of the application) have been entered on the form and saved on the first time. We recommend compiling application data and texts into a separate file, from which they can be copied to the application.
Please note, that in principle, after submitting an application it may no longer be edited unless it is clearly a question of, for example, a typing error or other similar easy-to-correct fact. Instead, based on the feedback from the Advisory Board and the Vitality Board, the applicant may try to apply for funding later again.
In several applicants’ projects, one main coordinator is selected among the applicants, whose contact person will compile and fill in the application and reporting as well. Funding will be paid via this main coordinator.
Please note! It is possible to apply as a group of several applicants, but one will function as a compiler of the application and reporting, and account for other applicants the funding granted. However, information about all applicants will be asked on the application form. All guidelines, terms, and conditions of the fund apply to all applicants. When the applicant fills in the application form on behalf of several applicants, all applicants that the main applicant represents also commit to the conditions to which the main applicant has committed.
The recipient of the funding shall submit a credit rating report, a certificate of tax debts, as well as a certificate of entry into the preliminary tax withholding register, the VAT register, and the register of employers (if appropriate).
The summary and basic information of the project are public and may also be published on the fund’s website or used in the fund’s communications. However, the entire document is on request public under the Act on the Openness of Government Activities, so the applicant is asked to mark and compile as its own attachment those parts of the application that are possible trade secrets.

However, it includes most of the questions and can be used to help you outline your application if needed.
Application period and processing time
Call for applications for the Green Transition Fund is constantly open. The estimated processing time for applications is on average 1 to 4 months from the submission of the application. Please note: At the moment, applications will only be processed at the beginning of 2026.
The processing time of the application is affected by, among other things:
- Quality of the application: an application prepared clearly and in a sufficiently concrete manner in accordance with the instructions and the necessary appendices, will accelerate the process.
- Requests for additional information and supplementation: if supplements are required for the application, the processing time will be longer.
- The number of applications received, and a possible backlog may extend the processing time.
- Meeting timetables for decision-making bodies: the application is processed both on the Advisory Board and the Vitality board, whose timetables affect the time of processing applications.
We aim to process your application as smoothly as possible. If the timetable is particularly crucial to you, we recommend that you contact us already when planning for applying.
Evaluation criteria
The Green Transition Fund primarily funds development measures whose effects on green transition and increasing competitiveness extend beyond the applicant’s own operations. Therefore, the applicant’s carbon handprint is also promoted in addition to its own green transition, which means helping others to operate more sustainably as well as supporting others to develop their competitiveness. The effectiveness of the green transition may also be related to the conservation/enhancement of biological diversity.
The fund aims to support, in particular, the leaps of green transition, which genuinely promote progress towards a green economy, focusing on creating new, rather than maintaining receding courses of action. Projects may vary in size and objectives.
The evaluation also pays attention to the feasibility of the project and the ability of the implementers to conduct the project as a whole.
The following criteria are used to evaluate project applications:
- Effectiveness in the context of the green transition. The project genuinely promotes green transition and helps to take the innovative steps involved. The effects shall also extend beyond an individual operator. The projects funded under the fund seek the broadest possible, multiplier effect on the progress of the green transition.
- Effectiveness in the context of increasing competitiveness. The effects shall extend beyond an individual operator. The evaluation draws attention to the project’s ability to influence the competitiveness of different actors and/or region and the ability to create new business opportunities.
- The feasibility of the project and the ability of the applicant to implement the project. The project’s objectives shall be in relation to the funding and credibly feasible. The implementers shall also allocate sufficient resources and ability to manage the risks relating to the project and the overall implementation of the project.
In addition, the conditions for the applicant, projects, and eligible costs of the fund shall be met.
